About Justine

Justine Lazaro (she/her) is an island girl from the island of Guam but raised on the island of Alameda, CA. Growing up multiracial in a multicultural community, she has always been committed to creating truly inclusive spaces. With over 15 years of DEI experience, she has facilitated numerous sessions to help universities, national associations, and federal agencies recruit and retain a diverse talent pool and minimize the effects of unconscious bias.

Justine currently manages the DEI training program for a federal agency. She develops, instructs, and oversees agency-wide DEI curriculum and an expansive DEI facilitation program. She has developed content, facilitated discussions, and taught trainings on topics, such as bystander intervention, civility in the workplace, effective listening, emotional intelligence, imposter syndrome, sustaining an inclusive work environment, and unconscious bias. She is a certified DEI facilitator and serves as an adjunct faculty member within her agency's learning center.

Prior to her current role, Justine led multidisciplinary teams' reviews of international programs and policies. Her teams' efforts led to countless recommendations to the U.S. Congress, and implementation of those recommendations by federal agencies led to more efficient, effective, and equitable programs and policies. She has made significant contributions to issues of congressional interest including aid to conflict areas, foreign investment, human trafficking, territorial economies, and information sharing within the intelligence community.
